Therefore K1 efforts have been centered in setting criteria for assessing the performance of water utilities in this regard. The basis of water metering in Mexico is centered in calculating Physical Efficiency K1 which is defined by CONAGUA (Comisión Nacional del Agua K1 National Water Commission) as the ratio of water consumed to water delivered to a distribution system. As mentioned in this paper K1 this basis does not allow for a congruent performance comparison among water utilities and it does not consider all the parameters involved in water leaks. In this regard K1 the Infrastructure Water Association (IWA) proposes the use of the ILI K1 which does cover the above-mentioned aspects.
